My Gravely WB keeps trashing its belt?

I've got 82.7hrs on my Gravely wb (model 988106... 48" Fixed deck)
And its on its SECOND V-belt and spring, and now the idler pulley has odd wear marks.
(This is the small belt/pulley/spring that powers the discharge blade)

I dont get it... I'm not mulching or running doubles anymore.
I'm not even working this one commercially anymore (for the time being).
The first failure was at about 65hrs, and it just did it again about 20hrs later.

The belt, pully and tensioner spring flaps more than I'd like.
The belt rolls over on its back, and the spring breaks/disappears.

    Anyone else had this happen?
    What would be causing it?
I suspect that the 2nd failure is because of the odd wear/ripples on the pully, and maybe even the first failure. But I have no idea what caused the pulley to wear like that in the first place, other than its cheapo stamped steel.

So far I know I need (at least) the three parts mentioned above and I dont mind using good quality aftermarket stuff... So where should I look?
I would definitely go for a heavier/cast pulley that would maybe have a better dampening effect.

I need this stuff to start with...
    07202900 V-Belt 5L-Section 49.97 x .672 (106, 107, 108, 113, 116)
    07327600 V-Idler, 4.00 x .38
    08336100 Spring, Extension
