I don't think so. Like I said you cant see in the pic but the end of it is angled, like a shovel. Had a friend with me helping me on a project and he was using it to cut the roots on the turf, basically a manual sod cutter.

That's a manual sod cutter for tearing up sod as if you wanted to put a bed in or something
If it were straight, and you could step on it that would make sense. But I'm putting in a different guess. That looks to be sized just right to clear the chutes off the back of a cement mixer.
Back in the day, all beds were edged using these.
They work great for cutting sod during installation. I prefer something with an engine for edging beds.
