    Okay heres a question.
I have a great spot for a flower bed it gets 12+ hours of heavy sun light. I lve in NH so the weather never gets overly hot. I want to plant a ring of plants on top a retaining wall to add ground cover as well as droop over the face of the wall and flower. i wanna add some good color to the spot. the bed has great soil in it already it was gonna be my old ladies project but she never planted anything in it. so my plan is to add lots of nice color and ground cover with the hanging flowers to cover the unsightly wall. i would like to keep this on a tight budget for plants. Any help of what to look for would be great.

I know it doesn't flower, but have you considered english ivy?

Nevermind, I just reread your post...heavy sunlight...english ivy is out.
