Wondering how to go about bidding on new businesses gong up in town for their landscaping, maintenance, and mowing? Is that already bidded on before the building is already built?(landscaping part) Who should I talk to? Thanks

Check with the local Landscape Architects in your area and they should be able to assist you. You could also contact the larger Construction Firms in your area to find out as well.

Also check out the engineering/planning firms who did the site plans. A lot of times on hotels/business's, they do not use a landscape architect, but do the plans in house with the engineers doing the planting plan. This is why you see 1000 junipers on the plan.

Also, if the building is being built already, chances are that they already have someone to do the installation/landscaping work. It is usually part of the bid price, so whatever firm got the bid probably has their own people way before the building was built. Maybe not, but most likely.

As for maintenance, your best bet would be to find the manager/owner of the hotel. Most likely, they will be the one who controls maintenance in the future.
