Errrr! The Kohler on the Metro that I have WAS running this morning all of a sudden quit, it sounded like it was running out of gas when it was quitting, I ran outside, looked in the tank, there's plenty in there. I try to restart it, and it will not pull AT ALL. Stiff as a rock. Took the spark plug out, pulls fine, put back in, open valve cover, the bottom rocker arm is way loose, tighten that back up, put cover back on, pull it, still won't pull easily, but a little easier than at first.

Is the timing wrong on the cam shaft? WTH is wrong with this thing I am ready to buy a new engine, or mower for that matter.

Can anyone help???

Reset the valve timing. How do you do that?

Replacing lifters aren't too hard I don't think. Just take the head of and replace.

You should ask your dealer what it would cost to replace the lifters with the updated lifters.
It should be around 100 dollars. If you make a mistake it could cost more.

Sounds like the compression release is not working, it is most likely not working due to the cam being broken.
It is built into the camshaft.
You would need to remove the engine and unbolt the sump to access it to inspect for any damage.
Several reasons this could happen, 1 being low oil.
