I had a similar situation with snow removal this winter. We had a contract to plow the snow at 2". Every time I got there, he had shovelled it already. This went on for 6 snow falls, and then I decided to not bother drive by, and wouldn't you guess it, he calls and complains that I didn't come by to plow. I told him I wasn't going to waste my time and come by every snowfall if he was doing it himself. He was treating me as "backup" in case he couldn't do it. In hindsight I should have dropped him right after the first time he shovelled it. Maybe tell your customer that if you have to come out and its done, he'll still get charged a "service fee".
