Older Exmark 50" not adjusting speed

I am looking at purchasing an older Exmark 50" belt driven mower with Kawasaki engine. The current owner said the only issue with it is that after switching the drive belt the adjustable pulley system does not give a broad speed range. However, it does change speed slightly based on throttle. Is this likely a belt adjustment issue?

I'm assuming that you have a variable speed pulley on it...You can tell by crawling under the back, there would be pulley system that has a big spring on it or it could be enclosed with what might look like to cups.....

If this is the case, it's seized up......If you are happy with the way it moves, then you need do nothing. But if you want the machine to go faster or slower, then you will need to replace it.

These variable speed pulleys are not cheap........It should look like these...

Those are the blade/deck drive belts. Nothin' to do with the drive speed.
Could be the wrong length belt was installed.
