Not sure where you are. Labor day into September is ideal for cool season grass. You should be doing some sort of cultivating to achieve good soil/seed contact. Cultivating in spring enhances weed seed germination.

Bermudagrass? Seashore paspalum? Blue? Rye?
Oh wait, I found your zip code--you are in Ohio, right? For northern grasses you have to wait until nearby lawns green up. Soil is too cold now. I would estimate late April. But fall about Aug 28, is better--warm ideal soil temp--and a lot less weed and crabgrass pressure in the fall. Plus you don't have to worry about heat in June and July kiling your new grass. Use top quality disease resistant seed. 80 percent blue and 20 rye works well. Water every day for 30 days.
