I'm looking at bid specs for a sizable job and this is the spec for the Peat Humus: FS Q-P-166. What is that?

sorry this probably wont help much but it seems like some kind of ansi spec or something. I have seen it in a bid spec under soil amendments and it was followed by this description:
decomposed peat with no identifiable fibers and with pH range suitable for intended use.
