what can i do to fix this problem
Build A Bridge
It looks like your builder needs to be kicked in the head leaving the lot sloped to the middle of the yard instead of the back. Since it looks like your patio is lower than the back of your lot, I don't know of much that you can do. You may be able to use a soil conditioner to help some of that water soak into the ground easier.
What is on the other side of the fence ? Another yard or a retaining wall leading to a road ?
OTHER SIDE OF FENCE...dont understand what it has to do with it though
It the land on that side of the fence is yours, you could slope the pooling area that direction & create a better run-off.
how do i go by doing that
Looks like you need a pump or a shop vac.
It's kind of hard to determine the actual slope from pictures. Your drainage area - directly behind the patio - looks to be lower than the drainage area on the outside of the fence. You may be able to take some of the soil away from the outside area & move it to the inside area. It makes sense in my head anyway. You will want to make sure that you keep the slope going away from your house though or you will have a swimming pool in your living room.
Throw down some liner and turn that area into a pond
