If my hands are off the safety triggers on the handles I can in increase the speed past 0 and engage the blades. This used to immediately shut off the mower.
However, if the speed is set over 0 I can not start the mower (electric start)

So, it seems as though some of the safety mechanisms are working while others are not. But I thought there was only one safety switch under the control panel?!?!?!?

They could be up to 3 safety switches under the control panel. Not sure of your model. But most will have one on the handles, one on the speed control and one as part of the blade engagement. These things are wired like Christmas tree lights, if one acts up they all do. It can make it fun to chase the right one down sometimes.
