You sound surprised? Engineering is not the science of finding something of the utmost quality. It is the science used to prove that the low bid on a project is still good enough to work.

This reminds me of customers who have had bad service in the past, complain about that bad service, and when given the option of paying more for begter quality and no headaches will still stick with the bad service provider to save a couple of bucks.
