In our state, Wisconsin, all applicators need a license.

Here in Calif. I have two people operating under my license. As long as it is not a restricted-use pesticide they can use things like Round-up Pro or fertilizers. They've both attended training with me regarding use, safety, etc. and must have the instructions, MSDS sheets, and a copy of my license present. If the signal word is "warning" or "danger" then I must be present and have them in line of sight at all times. We have to have a special business license and pesticide endorsement insurance( $1mil) liability and all the bells and whistles that the DPR comes up with yearly.
