It would go the same place the water went before the rain barrel was installed?
Save yourself some time and just look for one of those 250gal totes. Its just as easy to work with as a plastic barrel and holds more water. You will still need an overflow because a 1/2in rain even off an adverage roof will more than overfill the tote.
Read this article about harvesting rain water in Colorado. It seems it's illegal to do so.
The gov't owns the ground under your feet and the clouds over your head. The cattle that get the rain have to let it waste onto the ground, because one drop in 50 will reach the cattle living in the next house. Amerika's Jewel... Colorado.
I have used rain barrels in the past and I personally hate them. I will never use them again.
