Pieces of concrete flashing were over 5” in areas...I chipped away at it until it felt solid...sidewalks and sides of the steps were already shaky so didn’t want to push it....so I lined up blocks as best I could...had to use dense grade over a buried first layer due to flashing...but came out ok...,again no caps....but this will be the last....it will be in the block count for now on...

Definitely still some room for improvement there but what you did is a step in the right direction. If I were them I think I'd fix the steps first though. :)
Definitely...there’s mortar bleed all over the place...and no two concrete levels match...the only part I could technically level and make flush was the grass section....there is a concrete footer about 8” wide down both step sides and it turns alone the foundation....everything from the foundation to the street needs demo and or repair...
