So in other words you are building a Keystone Standard unit wall (the dimensions and weight per block you posted are the measurements for standards) and it won't be higher than 3'.
Is the wall going on level ground? What is behind and on top of it? How easy is it to access? You will need 12-14 tons of base for the leveling pad assuming the trench will be 3' wide by 6" deep. the cell fill plus 6" behind the tails will require about 24-30 tons of 3/4" rock not 90 tons. You will need half a roll of 6'x300' geo textile fabric, 165' of 4" SDR-35 perf pipe, 2-4" 90° elbows, 1-4" "T" and 50' of SDR-35 solid pipe to get the water out from behind the wall.
you will have some dumping of spoils to consider, and the logistics for that.
Assuming you have good access and can run pallets within a 5' space from the wall face, and all cuts have been made, with trenching, drains and assembly you should have 275 hours in the job with clean up.
