Rototilling with lots of roots

    I've never rototilled before but I heard it's not good for the machine if there are a lot of roots. The ground is about 6-8 inches higher than the rest of the lawn with tons of roots throughout. There were two big tree stumps that were ground down so I just finished removing most of the wood chips. However I'm having a hard time trying to grade out the soil with all the roots still underground. Should I come in with a mini excavator first or is it safe to try and rototill?
