:blob3: does anyone know of any perrienals or small shrubs, that can tolorate winter salt damage, the area is on a side of a road where every year salt kills the grass area, so my customer wants me to plant something there instead of grass.

Liriope. Either the solid green or variegated will tolerate salt, be relatively low growing and look nice as a border planting. Just check for hardiness in your area.
