Scag Tiger Cub Hydraulic Steering issue

I have a Scag Riding mower:
stc48a-20cv 6590xxx

The right side wheel doesn't drive.
If I jack up the mower, the right wheel will turn a little but I can stop the movement with my hand.

Is there an easy (ier?) way to tell if it is a bad pump or a bad drive motor?
Does a pump go out any more than a drive motor?

There is one belt that loops around and drives both pumps.
Pump left drives drive motor left, pump right drives drive motor right.

According to the parts schematic, It LOOKS like both of the drive motors are the same and the pumps are both the same. I should be able to swap the pumps one side to the other OR swap the drive motors and see if it changes. That might take a couple of hours.

Is there another way to tell what is wrong?

You can have it rebuilt, usually a couple hundred +/-. Make sure fluid level is good, no blockage, and belt is not slipping.

The pump drives the motor, start with the pump. In other words do the basics first, fluid levels, belt, and any restrictions.

Switched drive motors.
Action the same: Only the one side drives = Pump Issue.

Took pump off and took it apart. Figured there wasn't anything I was going to hurt to look. Didn't SEE anything that looked bad. Seals looked fine, o-rings looked fine. Nothing looked wore or bad.

Put pump back together. Now the whole thing works fine. NOW there is NO pump issue.

Air lock before? Dunno.
