I was looking at a scag mower today. It has a Kawasaki engine and a 48" cutting deck, belt drive. Looks to be in good shape the guy who wants to sell it is a Friend of mine and thinks it doesn't have more than 100 hours on it, its about 4 years old and needs some minor work fuel filter new blades air filter, belts. What do you think a good price for it would be?

That unit is about $3000 new so if you can get it for $1200 you got a steal. At a 100hours it is like new, and should NOT need any of the items you listed.

That's a very tough mower. I have one that I use for back-up to the ZTR and for mowing steep slopes. Anywhere from $1200-$1500 would be about average. Anything less than $1200 would be a steal.
