Seek advice on sealing penetration thru concrete roof covered with soil.

I need to penetrate a 9" thick structural flat concrete roof with a 1" PVC conduit to run some irrigation timer wire.

The concrete roof is sealed with some kind of membrane / vapor barrier, on top of which sits approximately 1 foot of loamy soil, plants, etc.

What's the best way to make a high-quality, permanent seal around the penetration that preserves water-tight integrity of the membrane over a >15 to 20 year time span?

There are lots of concrete sealants, flashing products, etc. out there; will appreciate specific advice & experience.

I agree with DVS. That's lawsuit country if you break the membranes and the roof leaks.

Google: rooftop gardens and look around to see how many layers are protecting the roof.
