Starting a lawn with clay soil

I have clay soil and am just attempting starting a "lawn" I have tried to till up the clay but a tiller only scratches the surface. I am trying to do this in the most economical way but really want a nice lawn for my children, right now it is just red Georgia clay. I am looking for some advice on how to get started should I have topsoil brought in or can I work with what I have? I also have a very shady yard with lots of oak trees but all limbs below 15 feet are trimmed.:confused:
