Something that I failed to mention is that, in addition to being stalky, the grass already seems kind of thin. Would this situation resolve itself if he were to quit overwatering, or is it likely he would need to reseed his lawn and start over?

Over watering and cutting infrequently. The stalky and thinning look can come from cutting more than 1/3 of the blade off. If he is over watering, then it will grow faster too.

The 'puddling' of the surface is like patches of concrete as far as roots spreading into it are concerned... there has not been a good picture of the soil itself, but what happens with over watering, is that the air is pounded out of the surface, one drop at a time... the clay particles are floated to the surface and lay down their signature 'platlet' soil structure and hold water like little saucers...
When perculation is gone from those little deadzones the growth occurs as real thatch over the top of them... people should 'plug' those dead zones for themselves and see what kind of roots they find... :)
