a man asked me if he could use his left over screened topsoil to make concrete with instead of sand. does anyone know if this will work? if it does.. pros/cons? thanks!

No, unless you want to ruin your concrete..lol. There's a product out there called Poly Pavement, which you spray onto rolled, prepared soil. It bonds at a molecular level, forming an almost impervious hard surface, like that of concrete and asphalt. It's mainly used in parks and commercial areas with much success. Seriously, don't let him use topsoil in place of sand in concrete....
