The outboard seal is one of two. It protects the roller brg, which is lubed by grease. The inner is the high pressure seal.
There should not be hydro oil on the roller brg. There must be or you wouldn't have lost fluid.
Now the bad new. 99 times out of 100, when the motor fails, it takes the pump with it
If you know a good dealer, he can flow test it. IF the pump failed first, all the debris goes into the motor and out.
Motors can be flushed with a gallon of cheap engine oil. Then fill with hydro oil.
You must prefill the pump and motor or it will take forever to bleed.
