Put the machine on a piece of plywood, go through the settings one by one, and measure the blade height off the plywood.

I have this machine, and the approximate settings (IMO): (from the top)

    3.75
    3.25
    2.75
    2.25

    etc.

These are the only ones I use. My primary settings are 2.75 and 3.25.

Go t to www.toro.com, click the contractor link, and navigate to the product center. Enter your model number and you can download a pdf of the operator or parts manual. BTW, I am pretty sure the highest setting on this mower is 3.25".

I think they actually changed it at some point. "D" on my 20 year old toro is the same as "C" on my 4 year old toro. The 20 year old one is the 2 cycle suzuki.
