I would check the connection between the truck and trailer (rear bumper), if everything checks out there then I would pull a wheel off and start checking there(trl)

silly question but while you are spinning the trailer wheels does someone have there foot on the brake?

Does your brake controller register any Errors? When no trailer is hooked up I get an E1 error ( no trailer), when its hooked up I get a digital count up to the setting I have entered... Try jacking your Brake controller all the way up to see if you get anything....

If not maybe check the fuse box...
