Looks like tall Fescue. finer blades might indicate a newer variety. Most of the other fescues (chewings, red) are finer bladed.

It was so stringy and light green that I didnt think it was tall fescue.

    Give us some more clues.

    What geographical area? Sun? Shade?

    In a lawn or what?

Im in KC, its sunny and it usually ends up burning in August and turning to dirt, then coming back the next year. Its at a church I mow and its an area surrounded by Fescue.
