What type of base do people use in warm climates that have no issues with frost/freezing? I saw a youtube video from California where a guy just used compacted dirt with an inch of sand on top.

    I live in Florida.

Well.....let's start with road construction. When a county or city road is built, what do they do/use for base?

Minimum 4" of base for pedestrian use is still required to prevent settlement, regardless of climate. If you don't want to dig deep try Gator Base.
