Looks like red thread. Common in fescue. Granular fungicides are systemic and work from the Root to the crown. The shoots will need to grow out as the damage is already there.

Notice that Scotts Disease-X--does not list dollarspot as a disease controlled.

And most fungicides are preventative. They do not make dead grass turn green, rather they prevent future spots. And if you are lucky new green grass will fill-in from the sides and maybe from the crowns and rhizomes.
This propiconizole gets dollarspot--but does not mention snowmold.
