A customer wants 2" stone to be laid in a bed that is 36x30. it is on a slope and not the easiest to work in. I will be doing this by hand. No heavy equipment. What do I charge? Two to three times the costs of stone or flat rate plus materials. Since this is heavy stone it should take a while to move, rack and level it out.

Take a mark-up on the stone and charge the job by the hour

Personally, I'd go with materials + delivery fee + hourly rate, figuring roughly an hour labor per cubic yard of stone.
$30 for the delivery fee or thereabouts.
