I would start in the Suction and Discharge Valves to check for any sediment or damage to the valves and their seats.

 

You have to prime a 10 gallon a minute pump. Usually there is a plug at the top of the intake side of the head.

 

Usually there is a pipe plug on the intake side. Just pull it out and fill it with water. Sometimes if you fill the tank all the way up it will Prime that way but I've never really had great success with that
