It's a 2003 20hp. The starter is not engaging. I check the blue trigger wire going to the solenoid with a multimeter and is getting 12 volts when unplug when I turn the switch but with it plugged up its shows 0 volts when I turn the switch . The main wire is getting constant 12 volts. Grounds are good. I ohm the body of the starter and trigger spade and it shows continuity.
 
Jump 12V directly to the terminal that the "trigger wire" connects to.
IF it cranks, you have a bad connection in the trigger wire circuit.
(even though it may show 12V, it may not have an adequate enough connection to carry the amperage the starter solenoid needs)

Do you have a schematic to post?
Some circuits also have a switched ground wire to the solenoid. Does the solenoid have 2 SMALL wires or just 1 small wire?
IF 2, ground the 2nd wire when jumping the 1st.
 
I jumped the wire at the starter relay and it turns the starter. The starter relay does click.
Do you mean you shorted the 2 LARGE studs of the solenoid to crank?
Jumping "the wire" infers just one.
My instruction was to jump 12V to the small TERMINAL.
When doing so, IF the solenoid just clicks, it's either a bad solenoid or bad connection in the battery cable. Also possibility of a bad ground if engine mounting bolts are loose etc.
