If they haven’t come back by now, I doubt they will recover next year. Did you cut them back in the fall? Probably best to divide in the early spring.

i cut them back in March I believe

 

The crowns took a hit, most likely are dead!
If any look more robust, divide them in spring and give them some 10/20/10 fert for root development.

as @cool breeze stated, cut back in fall.

 

And as a future reference for you, divide every 2 to 3 years, or your chances of getting what you have there goes up.

 

she has close to 300 of these, all planted too close together. I could probably remove a third of them easily.

or replace them with something else. I hate dividing grasses

 

That would go for any of the perrinal grasses that you come across.
