Throttle stuck wide open-Governor issues

Kawasaki FH 430V engine.

This has happened before and I have had it repaired or fixed but what causes this?

The engine wants to go to max rpm with no throttle control. It will go into choke mode but there is no throttle response. Just full speed ahead.

Is there anything any of you fellas can tell me about this? I have the airbox and backing plate completely off, have cleaned all and lubed the governor mechanism under the throttle plate.

Check the governor adjustment, The arm could have slipped on the shaft.....

Should I be able to move the governor arm without loosening the shaft nut? It does not move currently.
No, It shouldn't move without loosening the nut..... Another thing your doing is tightening any wear clearance on the inside between the governor arm/flag and friction plate.....
